These photos demonstrate how camera settings can be used to freeze motion or to show motion by blurring a moving object.  Pay particular attention to pictures of tail lights going down Wisconsin Avenue and the streams of light coming from the Christmas tree.  What camera adjustment do you think were required to capture these images?
